A jurisdiction/agency may use the member fee structure for the number of members it has in its membership regardless of whether the attendees are the actual members. For example, an Individual Membership would allow 1 person to attend from that jurisdiction at the member rate, and an Associate Membership would allow up to 3 attendees at the member rate. Additional attendees may register at the non-member rate.
